First and above all, I would like to thank you once again for your help, support and trust in me during the past five years. As you probably know, I worked with all honesty and sincerity in order to serve you and communicate all of your concerns and problems to the Algerian Parliament. I can proudly say that I was able to work out most of these concerns and in the process of working the rest, god willing.
Running in the legislative elections to represent you in the Algerian Parliament was an exceptional experience for me, which you have made as an unforgettable electoral experience.
I have already communicated to you in the past that elections are difficult, and my mission after all of my achievements will be even more difficult and challenging. I trust that again we will work together to reach our goals and accomplish more in the next five years.
My presence in the Algerian Parliament during the past five years has been truly a fulfilling experience. It gave the lead way which enabled me to highlight our issues and concerns in the parliament and lead me to rapidly accomplish some my objectives and goals.
My numerous interventions in all laws, projects and amendments, are a part of the activities I carried out. The worries and needs of the Algerian community abroad were the main focus of my interventions.
I am today before you, with all of what I achieved for your good and that of your children. You have the right to ask me about my actions and activities during the past five years while serving you. Therefore, I invite you as well as whom who did not have the chance to follow my actions and activities during the past five years to consult my web page:

This site was the witness and the common mediator between us. I shared with you all my actions and activities in the Algerian Parliament, or with the members of our community in America, in Asia and in Oceania, in addition to my various meetings with many of you in the several countries I represent.

I hope you will recognize my actions and activities, and if they are convincing, I ask you to give me the honour and privilege to once again represent you in the next five years as I have so much more to accomplish for you. I will promise to work as hard as I did to resolve all matters of interest to you.

Chapter 1: Who is Mohamed Gahche?
Mohamed Gahche holds a Sciences Baccalaureate Diploma, obtained in the secondary school "Hihi El Mekki " in the province of Constantine and a degree in economics option finance from the university " Mentouri " of Constantine. Mr. Gahche later immigrated first to Nice, France and obtained a master’s degree from the university « Sophia Antipolis » and then immigrated to the United States and obtained again a master’s degree in political sciences from the Johns Hopkins University in Washington, DC. Mr. Gahche is also in the process of obtaining a doctorate (fifth year) in economics degree. In the many years that he lived in the Washington, DC metro area, Mohamed Gahche held professions in various industries including hospitality, telecom, and finance.
Aside from his educational and professional experience, Mohamed Gahche helped tens of Algerians to find jobs within the US.
Mohamed Gahche supported many new Algerian green card holders and advised them on matters concerning immigration up until they could rely on themselves.
Chapter 2: What did Mohamed Gahche accomplish in the past five years in the Parliament?
Mohamed Gahche travelled to the three continents that he represents on his own expense. He met many of the community members, men and women, professionals, government employees and business owners. He met scientists, professors and researchers in all fields. Mr Gahche discussed with them items related in general to Algeria, in particular items related to the present time in the shade of geopolitical Arab and world changes where the strong dominates the weak. He encouraged all of them to take part of the development of the country. To also take place in history as this period is decisive period in the world political interplay. Mohamed Gahche made sure that all of the communities without any exclusion have a reliable listening ear in the Algerian parliament.
Mohamed Gahche became closer to the members of the community by practicing an open door policy where obstacles and regionalism did not exist. He opened to the community several means of communication; a toll free phone number 1.888.618.8676 at his own expense, an electronic email address gmgahche@aol.com, through which he answers questions of the community.
He also launched in 2007 an internet site dedicated to publish all of his activities future and present www.MohamedGahcheWorkingForYou.com. This site allowed Algerian citizens from all over the world to follow his activities in the parliament, his posts, and articles from various newspapers.

Mohamed Gahche participated with Algerians abroad in national and religious events personally and remotely via the internet, phone, and e-mails. He also shared with the members of our community their joys and pains. He personally contributed to take in charge the expenses of transport of some members of our community a deceased to Algeria and also helped some members with medical expenses.
Mohamed Gahche listened to concerns of the members of our community who are dealing with constant bureaucracy from administration offices. And in many cases, resolved disputes and conflicts, judiciary affairs issues, housing issues, investments and others issues.
Mohamed Gahche fought in order to allow Algerian citizens residing abroad to have the right to benefit from the national agency of help to the employment of youth (ANSEJ) and the national fund of unemployment insurance (CNAC). He helped tens of members of our community abroad to benefit from the creation of micro-businesses in the fields of infrastructure, technology, production, maritime fishing, service sector, and others.
As you know, the majority of Algerian citizens residing abroad have extensive technical qualifications. Mohamed Gahche is devoted to help them leverage their expertise with both establishments (ANSEJ & CNAC) which in turn will be beneficial to the country’s economy. As he pointed out during his interventions in the Algerian Parliament on June 05th, 2011; the number of registered citizens in all embassies abroad was more than a million and seven hundred thousand (1.700.000) Algerians. Therefore, if it is possible to give a fraction of those qualified Algerians abroad a reason to return to Algeria and invest and benefit from the credits of (ANSEJ) and (CNAC), they will be able to create 200.000 micro-businesses and If each micro business hires for example 5 unemployed people then imagine how many jobs will be created?. Based on the example, this will create 1,000,000 jobs.
Mohamed Gahche pushed so that tens of Algerians who reached the lawful age of the national service be able to register at Military Attaché bureau at Algerian embassies abroad in order to regularize their situation.
Mohamed Gahche proposed to the government during his interventions in the Algerian Parliament, to send a military commission at least once yearly to Canada, to the United States of America, and to all countries where the number of the members of our Algerian community is increasing, in order to regularize the legal situation of the national service for the children of the community, and this, in view of the colossal number of the youth who reached the lawful age to accomplish the national service. Mr. Gahche also proposed to include among these military visits, instructive sessions in order to illustrate the professionalism of the establishment of the Popular National Army and its different sections. This will open the doors for numbers of our children abroad who may consider enlisting in the Popular National Army.
Ladies and Gentlemen,
If elected, I promise to give my all to my elected position and make sure your issues and concerns are fully addressed at the local and national level.
Mohamed Gahche helped some members of the community by coordinating with their universities in Algeria to retrieve their transcripts in order for them to use when applying for abroad universities. He personally retrieved these transcripts and sent them to the respective members of the community.
Mohamed Gahche helped many Algerians benefit from Algerian banks’ loan services and credits. He made sure that the Algerian community aware of the many benefits available to them with respect to real estate financing and made sure they are aware of the Algerian laws involved.
Mohamed Gahche helped many Algerians to regularize their legal situation with the country of reception, by using mediation with the Algerian administration (Embassy and Consulate of Algeria) in order to renew the passport for a one year, and to give them a delay for regularizing their legal situation.
Mohamed Gahche worked with many in some of the countries he represents, the US, Canada, Malaysia, Thailand, and Australia in conjunction with the embassies and consulates to make sure that all Algerian communities with residents/ legal issues resolve and regularize their situation in conformity with the laws of the countries they reside. Thanks to our Algerian ambassadors and consuls for their support and help to our Algerian community.
Chapter 3: Mohamed Gahche and the projects achieved during the past five parliamentary years 2007-2012
Brothers and sisters,
I am Mohamed Gahche who you have elected in May 2007 for representing you in the Popular National Assembly for a duration of five years, and for this occasion, I want to thank you for your trust in me and I hope I did not disappoint you.
During this legislative period 2007-2012, I discovered laws, regulations, processes, and many related items that I had no previous knowledge of. I learned how to accede to the Algerian Parliament and to other government establishments. I learned how to create amendments and how to influence others in the parliament to vote and accept those amendments. I learned how to manage the Algerian administration and how to successfully push and defend the concerns of our community abroad. Between 2007 and 2012 as I was serving you, I gained all the necessary tools needed to reach our ultimate goals.
Brothers and sisters,
If re-elected for the second time, I will continue to serve you with totally honesty and to work as hard in order to effectively transmit your concerns and those of your families in Algeria to the Algerian Parliament and to the concerned ministries, within the context of what is stipulated in the law and the Algerian legislation.
Brothers and sisters,
First let me highlight the previous program for my electoral campaign 2007-2012. The program has been published in my website and for that I ask you to consult it and to compare it with what has been accomplished and what is in process of achievement.
First: Insurance policy (SAA) in order to take in charge the transport of the deceased abroad :
It is a colossal program, and I thank God I could achieve it during my first electoral mandate, and will never stop defending it. My interventions in 2007, 2008 and 2009 were about this subject. However, a contract has been made with the national company of insurance (SAA) in 2009, in order that the citizen pays 2500 Algerian dinars, the equivalent of 30 American dollars or 25 Euros. Nevertheless, we have rapidly judged this project to inconvenient for the millions of members of our community abroad. I therefore, proposed during my intervention in the National Popular Assembly on October 20th, 2010, to facilitate the enrolment procedures and allow our community aboard to extend the activity of the national company of insurance (SAA) abroad. In fact, in January 2011, a bank account has been opened in France, allowing each Algerian to insure him/her with the amount mentioned above (30 American dollars or the equivalent of 25 Euros), through banks anywhere in the world.
I would like to give credit to the Secretary of State of the Algerian community abroad, and all who helped us accomplish this project.
Second: Reduction of the price of the fiscal stamp for the Algerian passport :
During the past five years and based on our citizens concerns, I helped in accomplishing of the reduction of the price of the fiscal stamp for the passport from 75 American dollars (60 Euros), to 30 dollars (20 euros).
Third: Opening of a general consulate in New York:
I itervened on several occasions in the Algerian Parliament since 2007 to encourage the government and the concerned ministries to open a general consulate in New York City. I also wrote to the ministry of foreign affairs and highlighted the importance of opening a consulate in New York with respect to economical, political, social, and cultural advantages. Finally, the effort was realized and the consulate opened its doors November 01st, 2011. Credit should also be given to the Algerian government, to our ambassador Abdellah BAALI, and to the all who helped us achieve this dream for our community in America.
Fourth: Opening an airline between Algeria and Canada and between Algeria and the United States of America:
It was among my concerns in my electoral program 2007-2012, to incite the government and the concerned ministries, to open an air line between Algeria and Canada, and between Algeria and the United States of America. I strongly believed this will bring about great economic, tourist, social, and political benefits. On June 15th, 2007 a direct flight has been opened between Algeria and Canada. I would like to extend my thanks to our President, government, and to all who contributed to make this a success. I am still currently working to help in the establishment for an airline between Algeria and the United States of America.
Fifth: Difficulties in withdrawing documents from the consulate of Algeria abroad:
We thank the Minister of justice, Mr. Tayeb BELAIZ and the concerned ministries, for making it possible to withdraw administrative documents for members of our Algerian community abroad at the consulate instead of requesting them from Algeria
I will continue to work hard in order to facilitate the withdrawal of other administrative documents.
Sixth: Worked with the government to facilitate the participation of the members of the community abroad, with national agency for the employment of youth (ANSEJ) and the national fund of unemployment insurance (CNAC) :
I strongly contributed in convincing the national agency for the employment of youth and the national fund of unemployment insurance, about the importance of participation of the members of our Algerian community abroad, in view of their beneficial experience for the country, which in turn will contribute to the creation of new jobs.
In fact, tens and even hundreds applications of the members of our community abroad were approved for investment in Algeria (micro-business). I would like to extend my thanks to the national agency for the employment of youth and the national fund of unemployment insurance.
Seventh: Worked with public banks to extend real estate credits to members of our Algerian community abroad to facilitate homeownership in Algeria:
I coordinated with Algerian public banks and with foreign banks certified in Algeria, to extend credits to the members of our community abroad and to accept a pay stub that is certified by the Algerian embassy as proof of employment. This facilitated for many members of the community to take advantage of loans and credits for the various purchases they needed. It also made it possible for them to own in their own homeland.
In fact, I helped many of the members of our community get credits from different banks.
Brothers and sisters,
If you elect me to be your face in Algeria for the Seventh Legislative period of 2012-2017, you can count on me to continue delivering and to exceed your expectations as I serve you. There are several things that I plan to focus on to ensure that your needs are met day in and day out.
Chapter 4: Mohamed Gahche Seventh Legislative Period 2012-2017 Program Highlights
1- National service:
I plan to work with the ministry of defence, the ministry of foreign affairs, and other appropriate ministries to look into the possibility to send a military commission to Canada, United States, and to the European countries I represent to regularize the question of the national service. I will work hard to accelerate the process and achieve this goal.
I brought this subject on several occasions in the Algerian Parliament and the last time it was on July 06th, 2011.
Observation : We ask all the associations and all the members of our community residing in foreign countries, for inciting the Algerians who entered in these countries illegally and whose the legal situation is not yet regularized in the countries of reception, to contact the consulate and the military branch, in order to present themselves and give a legalized copy of their Algerian identity cards in order to transmit it to the management of the national service of the ministry of defence, to stop their pursuit in Algeria. Please be aware that with three answered correspondences the situations becomes complex and hard to resolve.
Brothers and sister:
I promise if I am elected I will defend the accomplishment of this decision.
2- Algerian contractors working in the embassies and consulates abroad:
I defended vigorously, in each parliamentary session 2007, 2008, 2009 and 2010, and during my last intervention dated on November 18th, 2011 in the Algerian Parliament, and in all the occasions where I could meet ministers and State managers, the integration of Algerian contracting parties in the retirement category, as they worked with genuineness and sincerity helping the members of our community abroad.
This problem is mainly encountered in Canada, the United States, South America, some European countries, and in Asia.
If elected, I promise to continue pushing this agenda for you as you deserve your retirement compensation as much as any Algerian citizen.
3- Increasing of the non-taxable value for final relocation to Algeria (DEMENAGEMENT):
I already proposed during my interventions in the Algerian Parliament, on several occasions and the last one is dated on November 02nd, 2011, the increase of the non-taxable value for the final return to the country. I proposed the increase to be from 200 million centimes to 500 million centimes, and to one billion centimes in case of transport of a production workshop to the country (Algeria), and this, for the following reasons:
- Prices Increases: Prices of goods have increased substantially and the actual rate for non-taxable value remained the same since the past 20+ years.
- Insufficient amount to cover the needs for relocation: The Algerian citizen, who wants to enter definitively, is unable to cover his needs of good based on the current amount.
An example of deficiency in the current estimate, today a single male and a single female each have the right to 200 million centimes. But once married, the total allowed will become 200 million centimes per couple. Basically one of them will lose his/her right to the 200 centimes non-taxable value. What is the logic here?

If elected, I promise to work hard to push this proposition.
4- The vehicule engine power and the type of vehicle at the moment of definitive return to the country (DEMENAGEMENT):
In my past interventions in the Algerian Parliament, the last of which is in November 14th, 2009, I brought up the question of the definitive return (relocation), where I talked about the question of the engine power and the type of vehicle that do exceed 2.0 L. A worry shared by most members of our community.
My brothers and sisters:
If elected, I will work hard in order to resolve this problem.
5- Retirement:
I will work with the ministry of employment, social solidarity, the ministry of foreign affairs, the Algerian community abroad, and other appropriate ministries to execute the conventions signed between Algeria and the countries where the number of the members of our community increased. This will include Algerians who worked during a certain period in Algeria, the ones who worked abroad, and the ones who worked abroad and want to return to Algeria
I’ve already proposed this project on March 29th, 2011 in the Algerian Parliament and it is currently being looked into specifically concerning Canada and the United States of America.
Brothers and sisters:
If elected, I promise to work hard to make retirement benefits to those eligible one of my priorities.
6- Canal Algeria :
I have proposed during the intervention dated on October 21st, 2010 in the Algerian Parliament, the re-broadcast “Canal Algérie” in Canada and the United States of America, taking in consideration the time interval of 6 hours. This proposition was accepted by the minister of communication who promised me personally that it will be implemented soon.
My brothers and sisters:
if elected, I will work hard to realize this project and re-broadcast Canal Algeria throughout the countries I represent.
7- The Algerian Arab and Amazigh channels via internet :
I have proposed during the intervention dated on November 28th, 2011 in the Algerian Parliament, the broadcasting of the channels of the Algerian television, Arab and Amazigh, via internet, in order to allow to our community all over the world, and especially in the States of south and north America, the European states, the Asian and Australian states, to watch them. This proposition is in currently in progress.
My brothers and sisters:
If elected, I will work hard on realizing this as well.
8- Change and substitution of the interest rate by the services of management in the Algerian banks :
I have proposed during the intervention dated on June 05th, 2011 in the Algerian Parliament, for the change and substitution of the interest rate by the services of management in the Algerian banks for housing and investment loans or within the context of the national agency of help to the employment of youth (ANSEJ) and the national fund of unemployment insurance (CNAC), in order to allow to our community abroad and to the members of our Algerian nation inside, to invest fully in all sectors.
Brothers and sisters:
I promise you if I elected, to work hard with the ministry of religious affairs, the ministry of finance and the concerned ministries, in order to realize this project, for the interest of the citizen and the country.
9- Opening of bank branches in the airports and ports throughout the year :
I have proposed to the government during the intervention dated on June 16th, 2011 in the Algerian Parliament, the opening of Algerian bank branches throughout the week, taking into consideration Fridays and Saturdays, in all the Algerian airports and ports in order to facilitate the travel for the members of our Algerian community.

I promise you if elected, to work hard with the ministry of finance and other appropriate ministries to accomplish this project.
10- Opening of an Algerian bank branch abroad :
I have made many propositions during my interventions in the Algerian Parliament, and the last one was dated on November 02nd, 2011, about the necessity of opening an Algerian bank branch abroad. This will have economic importance and create additional income for the country and for the citizen. In addition the country will benefit from the foreign currency and the citizen will have financial security in particular in the shade of vigorous international laws. Nevertheless, the bank branch will enable the members of our community to send electronic mandates in foreign currency, which will minimize the insecurity issues in international airports.
Brothers and sisters :
I promise you if elected, to work hard with the ministry of finance, the ministry of foreign affairs, the Algerian community abroad, and with all the appropriate ministries to accomplish this project.
11- Realization of WESTERN UNION:
I intervened to the government during the intervention dated on June 5th, 2011 about the importance of establishing a WESTERN UNION for many Algerians who are pursuing their higher studies in foreign universities, especially to the parents in Algeria who help their children studying abroad. Western Union will allow families of the abroad students send/wire the necessary expenses to them. Currently, the implementation of WESTERN UNION only allows to send money into Algeria and not vice versa.
My brothers and sisters :
I promise you if I elected, to work hard with the ministry of finance and other appropriate ministries, in order to revise the possibility that the WESTERN UNION can function both ways. Therefore, allowing parents of students pay for their children’s expenses as they’re studying abroad, within the context of what is stipulated by the law and the Algerian legislation.
12- Air Algérie – same benefits as holders of the certificate of residence:
I romise to work with the ministry of transport and the management of Air Algérie, to give the same advantages in terms of promotional fares to our community abroad as the ones for the holders of the French certificate of residence.
This subject has been brought up during my intervention dated November 17th, 2007 in the Algerian Parliament.
My brothers and sisters:
I promise you if elected, to work hard with the ministry of transport, the management of Air Algérie, and the appropriate ministries to obtain those benefits.
13- Air Algérie – Reduction of prices vis-à-vis (with approval of) the foreign companies:
According to basic economic theories, the reduction of prices provokes the increase in demand, and hence increases of profits. Therefore, since our Algerian community abroad is counted by the millions, the inflow of these millions of Algerians in visit to their country of origin is considered a winning card for Air Algérie.
We will try work to reduce the prices in order to rival with the foreign campaigns, especially those transporting the members of our community to Algeria from Italy, Belgium, Spain, or from any European state, and also the reduction of prices for the large families with limited income, taking into consideration the student and the children.
My brothers and sisters:
If elected, I will work hard with the ministry of transport, the ministry of finance, other appropriate ministries and Air Algérie management to achieve this project.
14- Demand of meat "hallal” in the foreign air companies bound for Algeria :
I promise you to work with the ministry of transport, the ministry of foreign affairs, the Algerian community abroad, and Air Algérie management, for inciting the foreign airline companies which transport our travellers to Algeria, to serve "hallal" meals on board without only mentioning the following:

I promise you if elected, to work hard with appropriate ministries to accomplish this project.
15- Allocating between 5 % or 10 % of the housing development projects to members of our community abroad :
I promise you to work with the ministry of habitat, the ministry of foreign affairs, the Algerian community abroad and other appropriate ministries, for inciting building contractors to attribute 5% or 10% of each housing project in all Algerian provinces for members of our community abroad desiring of acquiring housing in Algeria.
Observation :
Each Algerian residing abroad can acquire an accommodation in Algeria, with a credit attributed by national or international banks, certified in Algeria, and this, by giving a certificate of work in the foreign state where he/she works, and the monthly pay slips, approved by the embassy or the consulate of Algeria abroad.
I have made this proposition to the Algerian Parliament during my intervention of June 05th, 2011.

If elected, I will work hard to accomplish this project.
16- Attribution of visits for Algerian entrepreneurs (building contractors) to the members of our community abroad :
I promise you to work with association of the Algerian entrepreneurs and the ministry of hosing (habitat) and the appropriate ministries, for inciting the Algerian building contractor specialized in the construction of accommodations, to visit the members of our community abroad, either in the European states or in the states of Americas where the number of our Algerian community is increasing, in order to invest and acquire accommodations in the different provinces of Algeria.
I already talked about this with several Algerian building contractors who accepted the idea.
Brothers and sisters:
If elected, I will work hard with the private and public sectors to accomplish this project and to make it productive and useful for the members of our community, for the contractors and for the country.
17- The children of the Algerian community abroad and the Algerian children’s holiday camp:
I promise you to work with the ministry of solidarity and family, the ministry of foreign affairs, the Algerian community abroad, the ministry of national education and all the concerned ministries, for encouraging the children of our community abroad to visit Algeria during the school and summer holiday, in order to teach our children, the spirit of patriotism, the love of the national anthem and emblem.
Brothers and sisters:
If I elected, I will work hard to accomplish this project which will intensify the love for Algeria, and its support by the members of our community abroad.
18- The Islamic Algerian scout and the children of our community abroad:
I will work with the organization of the Islamic Algerian scout, by organizing meetings and by inviting children of our community abroad, to come to the children’s holiday camp during the school holidays, in order to strengthen the link with their mother country.
Brothers and sisters:
If elected, I will work hard with the general secretary of the organization of Islamic Algerian scout and the concerned ministries to achieve this project which concerns our children, our ambassadors of Algeria abroad.
19- Periodic visits to the national agency of help to the employment of youth abroad (ANSEJ):
I promise you to work with the ministry of employment and national solidarity, the national agency of help to the employment of youth, the ministry of foreign affairs and the Algerian community, in order to organize periodic visits to the national agency of help to the employment of youth, in different European and American cities where the numbers of Algerians is increasing, for commercializing this project (ANSEJ) between the members of our community abroad. This will help encourage our immigrants, holders of experience and big qualifications, to invest in their country of origin and benefit from this micro-credit. We all know that the development of some countries today, is due to the politics of help pursued before, by giving micro-credits that led to the creation of small, medium, and big companies. Algeria has been a world leader in this matter.
We ask all the members of our Algerian community abroad to fully participate, in order for Algeria to reach the phase of productivity and guarantee a better life for our children, especially that petroleum and gas are not eternal resources.
Brothers and sisters:
If elected, I will work hard with the appropriate ministries in achieving this project and to make sure it is beneficial for all parties.
20- Possibility of obtainment of official administrative documents through embassies and consulates:
I will work hard with the ministry of justice, the ministry of interior, the ministry of foreign affairs, the Algerian community abroad, the ministry of national education, and the ministry of higher education and scientific research, to look into the possibility of obtaining administrative documents via the consulate of Algeria abroad.
I deeply thank and on behalf of the members of our Algerian community abroad, the Minister of justice, who allowed the delivery of the police record (Casier Judiciaire), directly from the consulates of Algeria abroad.
Brothers and sisters:
If elected, I will work hard with the appropriate ministries, about the possibility of obtainment of other documents such as the certificates of attendance at school and the universities transcript /report cards, and other necessary documents.
21- The civil society and the Algerian associations abroad:
I promise you to work with the members of our community abroad, in order to create more associations abroad and encourage them to work together regardless of their locations. I would also work help link them with Algerian associations in Algeria in order to be a support and a source of power for defending the interest of Algeria.
Algerian communities, as we know them, are always delighted when the name of Algeria rises and shines in the international arena, and is saddened when Algeria is in trouble. Algerians all over the world form one body, if one limb suffers, all the other ones complain.
I already presented ideas and propositions about this subject, during my interventions of November 27th, 2011 in the Algerian Parliament.
Brothers and sisters :
If elected, I will work hard to accomplish this project in order for Algerian associations abroad and in Algeria has a solid bridge amongst them.
22- To encourage the creation of a link between the Algerian universities and the foreign ones:
I promise you to work with the ministry of higher education and scientific research, the ministry of foreign affairs, the Algerian community abroad and the appropriate ministries, in order to encourage our professors, scientists, and researchers abroad, to create a link with their counterparts in Algerian universities and industries across the country in order to elevate the Algerian universities levels to reach world class ranking recognized across the world.
This has already been brought up in in the parliament during many occasions; the last two interventions on this were dated December 10th, and 11th, 2007.

If elected, I will work hard to accomplish this project.
23- Modification of the grading system in the Algerian universities:
Many Algerian professors responsible of the scientific research centres abroad, complained during my periodic visits to the universities of Australia, Hong Kong, Malaysia, United States and Canada, about the rejection of Algerian students’ applications coming from Algeria, due to the difference in the grading system as the Anglo-Saxon grading system is different from the French grading system. For example, the annual average of the majority of student’s holders of degrees from Algerian universities doesn’t exceed 12/20 or 13/20, if this average is compared with the Anglo-Saxon, this will be equivalent to the average or below average. This hinders them and deprive them access to Anglo-Saxon universities which could provide lots of opportunities for them in terms of grants and education.
We have to be aware that the many universities and the international research centres across the world award thousands of education grants and scholarships to all countries based on their grades.
I have intervened about this subject on several occasions in the Algerian Parliament, and the last intervention is dated June 27th, 2011.

If I elected, I will work hard with the appropriate ministries to accomplish this project and help Algerian students who want to pursue their studies abroad, to benefit from educations grants and scholarship abroad.
24- Possibility of separating the ministry of scientific research from the ministry of higher education:
I will work with the government and the appropriate ministries about the possibility of separating the ministry of scientific research from the ministry of higher education, and to make it an independent ministry with a special budget, in order to permit to the ministry of scientific research to work separately with the different ministries, so, the concentration will be more precise and will include only specialists, because we live in the era of technology, the holder of technology is the holder of power.

I previously proceeded to an intervention in this subject on October 21st, 2010, and if I am re-elected, I will work hard to realize this proposition.
25- Acquisition of a scientific subject (the Algerian history and revolution) to be tought in Amercian universities:
I promise you to work with the ministry of higher education and scientific research, the ministry of national education, the ministry of Mujahidin, the ministry of foreign affairs, and the Algerian community abroad, for inciting the creation of a financial fund for the acquisition of a scientific subject specialized in (The Algerian history and revolution), and to make it a subject taught in universities in the USA. Algerian revolution and liberation are considered one of the biggest revolutions in contemporary history.
However, if this project is realized, the history of Algeria’s revolution, of which we are proud, will be a subject taught in many prestigious world universities.
I have already proposed this project on March 17th, 2010, and which has been published in several national newspapers.

If elected, I promise you to work hard for accomplishing this project with the government and the appropriate ministries, which will incite many people to discover Algerian history and revolution - glory and eternity for the rigorous martyrs.
26- Creation of Algerian private schools for teaching of the national language abroad:
I will work with the ministry of national education, the ministry of higher education and scientific research, and the Algerian community abroad, about the possibility of creating Algerian schools in the countries where the number of the members of our community is increasing, such as Canada, the United States of America, other European countries.
The goal of these schools is to teach and link the Algerian children abroad with their country of origin.
I already made a proposition about this subject on November 05th, 2007 in the Algerian parliament.

If elected, I will work hard with the government and the appropriate ministries to achieve this project.
27- To work with different world governments about the possibility of adding subjects in their primary school curriculum that will teach our national language and history:
I promise you to work with the ministry of foreign affairs, the Algerian community abroad, and the Algerian associations certified abroad, for convincing the countries of reception of our community, to teach the subject of the national language and the Algerian history, to the children of our community in the primary cycle, as it is the case for the other Arab communities.

If elected, I will work hard to accomplish this project which will bring a big interest to the citizen in particular, and to Algeria in general.
28- Generalization of the teaching of the language and culture of origin (Arabic and Amazighe) : ELCO = Enseignement de Langue et de Culture d’Origine
I will work in the establishment of a special service at the Algerian embassies abroad to teach the national language and culture, Arabic and Amazighe, especially where the members of our community is increasing.
Brothers and sisters:
I promise you if elected, to work hard with the ministry of foreign affairs, the Algerian community, the appropriate ministries and the Algerian associations abroad, in order to generalize this experience which has a big interest for the country and for the citizen.
29- Generalization of the conventions between Algeria and the countries of reception of our Algerian community abroad, by sending the Algerian imams to the mosques of foreign countries:
I will work with the ministry of religious affairs, the ministry of national education, the ministry of higher education, the ministry of foreign affairs and the Algerian community abroad, in order to generalize the convention already in force between Algeria and France, for other European countries and the countries of North America, in view of the lack of the Algerian imams abroad.

If elected, I will work hard to achieve this project with the appropriate ministries.
30- Equivalence of diplomas:
I promise you to work with the ministry of higher education and scientific research and the appropriate ministries, in order to facilitate and obtain the equivalence of the university degrees of the Algerian students and professors, holders of degrees from the world universities, and recognized in the foreign countries, within the context of what is stipulated in the law and the Algerian legislation.

If elected, I will work hard for accomplishing this project, and to permit to our managers to contribute in the development and the blooming of the country.
31- To participate with the national agency of help to the employment of youth, for giving loans to cover the expenses of higher education for talented student, desirous to pursue studies abroad :
I will work with the ministry of employment and social solidarity, the national agency of help to the employment of youth, and the concerned ministries, about the possibility to benefit from the credit (one billion of centimes), and to transfer it in order to cover the expenses of higher studies abroad. The loan will be returned when they start working.

32- Biometric passport:
November 2015 will be the last date for travelling with an ordinary passport, however, Algeria has already started the formalities of the biometric passport, and among the conditions of this passport, will be taking finger prints of the ten fingers of the person inside the consulate of Algeria.
Nevertheless, due to the vast distance between the residence of the members of our community and the consulate of Algeria, especially in Canada and the United States of America, and in other countries, which in some countries, where the diplomatic representation is lower or almost non-existent, as some European countries, some countries of south America and some countries of Asia, in many countries we find only one embassy which represents many countries at the same time, without forgetting the high cost of the travel ticket and the obligation of the visa, which make the travel very difficult, especially for the large families.
I proposed during my interventions in the Algerian Parliament on November 18th, 2011, the opening of a special office for the Algerian community abroad at the level of the Ministry of Foreign affairs in Algeria for all members of our communities on visit in Algeria or who are not able and/or afford the long travel to their respective consulates and embassies, especially if the country of residence does not have an embassy or consulate.
This is beneficial for the majority of the members of our Algerian community, which will have the occasion to visit their country of origin Algeria by the year 2015.

If elected, I will continue work to achieving this project which will facilitate the work to the Algerian administration on the one hand, and minimize the inconveniences to the citizen residing abroad on the other hand.
33- Possibility of changing the passport duration from 5 to 10 years, with the possibility of adding the number of sheets:
I will work with the ministry of interior and the appropriate ministries, about the possibility of raising the validity duration from 5 to 10 years for the persons who are more than 15 years old, which is in force throughout the world, with possibility of adding the number of sheets, especially for the Algerians, either residing abroad or inside the country, who travel extensively such as professors, researchers and businessmen, either for the Algerians residing abroad or inside the country.

34- Opening of an Algerian consular branch in California with possibility of creating a technology attaché:
I promise you to work with the ministry of foreign affairs, the Algerian community abroad and the ministry of finance, about the opening of an Algerian consular branch for at least two days a week, in California (San Francisco or Los Angeles) with possibility of creating a technology attaché in place ( equivalent to an economic attaché in embassies).
California is the home of SILICON VALLEY, the largest technology hub in the world, and the home of major companies such as GOOGLE, YAHOO, FACE BOOK, MICROSOFT, DELL, IBM, etc…
The creation of the position of technology Attaché will be beneficial to Algeria and Algerian abroad. The attaché will be the link between our scientists and researchers here in the North America and their counterparts in Algeria as well as with the ministry of higher education and scientific research in Algeria.
I already made a proposition about this subject on November 17th, 2009 in the Algerian Parliament.

35- Opening of an air line corridor between the United States of America and Algeria:
I promise you to work with the ministry of transport, Air Algérie management, the ministry of foreign affairs, the Algerian community abroad, the ministry of finance and appropriate ministries, for inciting the opening of a direct air line between the United States of America and Algeria, in view of its economic importance. Algeria is considered to be the second African country after South Africa, in economic exchanges with the United States of America. Algeria is also considered as the second Arab state after the Saudi Arabia kingdom regarding the commercial exchanges with US. Add to that the political, social, and tourist benefits. If this is accomplished, it will be a beneficial line in all aspects.
This was brought up in the Algerian Parliament on November 17th, 2007.

36- Creation of a maritime line between Italy and Algeria :
To work with the ministry of transport, the management of maritime transport and the concerned ministries, about the possibility of creating a maritime line for travellers members of our Algerian community in Europe, in order to link directly « Italy to Algeria » and to be a competitive line to Tunisia. Thousands of Algerians go with their families from Europe to Italy, then to Tunisia and finally to Algeria, in order to spend their holidays. They travel by boat to Tunisia then to Algeria.
However, the opening of this line will minimize the hardship, the cost, and the difficulties for the members of our community in Europe, and the Algerian state will benefit from a colossal number of his children abroad, and will increase the travel activities in the sector of tourism.
I confirm once again, that our Algerian community abroad is a winning card for the Algerian economy and tourism. Is an important addition to numerous financial resources of Algeria.

If elected, I will work hard to accomplish this project which will be beneficial to the citizen and the country.
37- To incite the Ministry of youth and sports to encourage the youth and the athletes of the members of our community abroad, to participate in different sports events in Algeria :
I will promise you to work with the ministry of youth and sports and local sports clubs throughout our immense country, to facilitate and encourage our athletes abroad to participate with their counter parts in national competitions and games.
Brothers and sisters:
If elected, I will work hard in coordination with the state establishments for the achievement of this project.
38- Method of reception of the members of our community in the airports and ports:
I inform you that we have transmitted your worry to the Algerian Parliament, and we have formed a commission of investigation constituted by members of the Parliament, In coordination with the local authorities of the provinces. Consequently we have visited different Algerian ports and airports (the capital, Oran, Bejaia, Annaba) and, in fact, we have noticed during the reception of our community abroad, the existence of some deficiencies, in particular those related to the disabled. We have obtained promises from the local leadership of improvement in the reception quality for incoming and outgoing travellers… etc.
Brothers and sisters:
If I am elected, I will work hard for the achievement of my proposition regarding the installation of surveillance camera in order to guarantee the wellbeing and the security for all citizens including our customs officer and policeman.
39- Legal contracts for the Algerian journalists working abroad:
We have suggested during the debate concerning the new law of information in the Algerian Parliament on November 28th, 2011, a proposition in order to help all the journalists, men and women, who worked for several years in the establishments of Algerian radio and television, and in many national newspapers, who went with their families to reside and work abroad. The majority of them are today correspondents for some newspapers and national radios, but, unfortunately, with illegal verbal contracts.
Brothers and sisters:
If elected I will work hard for inciting the concerned ministry to apply with diligence this proposition by regularizing their legal situation.
40- To concede opportunities to the Algerian competences abroad, in order to invest in the agricultural sector:
We promise you to work with the ministry of agriculture and with the agricultural managements in the different provinces, in order to provide opportunities to the Algerian competences abroad to invest in the agricultural projects in Algeria.
My brothers and sisters:
If elected, I will work hard with the concerned ministries in order to facilitate the administrative procedures of our competences abroad.
41- The members of the Algerian community residing illegally (HARAGA):
The phenomenon of Algerians residing illegally in the European and American countries, and even in the Asiatic ones, increased. They suffer from many problems along with their families in Algeria. The Algerians residing illegally are in financial, medical and psychological help, or at least they should be encouraged to return to the country. It is even very difficult to try to transport the deceased ones back to the country.
Brothers and sisters:
For the issue stated above, I have a suggestion and that is to establish a small fee associated with the Consular Card renewal that happens every 5 years. These fees once collected will allow embassies to have funds available to look after issues related to illegal immigrants to include those who are deceased and need the necessary funds to be transported to their mother land. If we establish a fee of just 1 dollar per consular card, and giving the fact that the total number of Algerian living abroad is around the 1 million and seven hundred thousands, then if we multiple just the 1 dollar amount to their total number, embassies can fund up to 1million plus dollars to use to resolve issues with respect to illegal Algerians.

Chapter 5: Mohamed Gahche, the transparency and the democracy
My faith in democracy and transparency and the love I have for our community and our country Algeria are immense.
Our duty as Algerians is to go to the ballot boxes and to elect the person we chose with all freedom, and to prove to the world that we are a civilized nation, people of one million and half martyrs, people of Mujahedin and courageous men and women, children of the one of the greatest contemporary history. People who endured several revolutions and a recent dark decade full of bitterness and misfortune. Please encourage everyone to go to the ballot and incite our friends and our families to VOTE.
Each voice is important, and one voice can change the election results. You must prove to the world that we are a responsible nation and show all those who doubt in our democracy, and all those who are envious of our development and our civilization what we are capable of. You must prove that we are a civilized society who loves their country and defend their country.
Long live Algeria free and independent, glory and eternity for our martyrs.
